About the Court

A civil court established for universal morality

The International Moral Court is a moral adjudication body with independent legal personality, established by the World Credit Organization (WCO). It fully complies with the ICE8000 International Integrity Standard System and the ICE8000 International Credit Dispute Trial Standard. Founded in January 2010, it has its headquarters in Washington, D.C., the capital of the United States, and in Minto, in the Grand Lake region of New Brunswick, Canada. It provides dispute resolution to the public. Its purpose: to observe the principle of procedural fairness, to apply the ICE8000 international moral standard system in resolving disputes of every kind, and to uphold and advance the universal morality of humankind.

Important notice

The International Moral Court is an independent, purely non-governmental organization. It is not a state organ, a government agency or a semi-official body, and it has no national or governmental backing of any kind. To protect its independence and neutrality, the Court has no intention of acquiring any such backing. For precisely that reason, fairness and impartiality are the foundation on which the Court exists and grows.

Dear reader, let us together tell right from wrong, punish evil and promote good, and defend the moral foundations of humankind. We need your support.

Law is only the floor of human conduct. It is the outcome and reflection of a contest between justice and injustice, and does not always stand for justice; some acts harm society or the legitimate rights of others without breaching any prohibition of law. The International Moral Court was created to fill that gap: to encourage people to follow morality of their own accord, to try disputes of every kind fairly, and to defend fairness and justice.

The Court firmly upholds the principle of pursuing substantive justice through procedural justice, and on that principle works to protect the floor of social justice and of social morality. Trials follow the principles of independence, neutrality, openness, fairness, impartiality, justice, integrity, supervision, conciliation and jury priority, in pursuit of the universal values of humankind.

§ 02History

From an internal body to an independent, cross-border legal entity

The Court was established by the World Credit Organization (WCO) and has since acquired independent legal personality in Delaware, in New Brunswick, and in the District of Columbia.

§ 03Safeguards of independence

Independence is a precondition of fairness

Through its structure and its rules of appointment and removal, the World Credit Organization protects the Court's independence in six ways.

One of three separated powers

The WCO is a democratic organization built on the separation of powers. The Court is one of those three powers and exercises the power of adjudication independently.

No chain of command

Presidents, moral judges, grand moral judges and jurors are not subordinate to one another; each performs their duties independently.

Tribunals rule independently

Cases are tried and decided independently by a moral tribunal of moral judges, grand moral judges or jurors. Anyone may supervise; no one may interfere.

Jurors drawn by lot

Jurors are drawn at random from among individual members. No one can appoint them.

Moral judges serve near-life terms

Moral judges are nominated by the WCO President, confirmed by the Council and appointed for one-year terms that renew automatically without limit. Removal requires a membership referendum; short of proven misconduct or incapacity a judge cannot be removed — and never for holding to fairness and justice.

Grand moral judges serve for life

Grand moral judges are nominated by the President, confirmed by the Council and appointed for life. Removal likewise requires a membership referendum.

§ 04Legal basis

The foundations on which the Standard is made, applied and enforced

The ICE8000 International Credit Dispute Trial Standard rests on four principles recognised by the constitutions and civil law of the great majority of nations.

The constitutional principle of freedom

The constitutions of the great majority of nations grant people the freedom to defend their legitimate rights, to defend social justice, and to express their views.

Public order and good morals

This principle grants people the right to uphold social justice; it is among the basic principles of civil law in the great majority of nations.

The principle of good faith

This principle imposes a duty of honesty; the great majority of nations make good faith a basic rule of their civil and commercial law.

Freedom of contract

This principle grants people the freedom to enter into civil contracts; it is among the basic principles of civil law in the great majority of nations.

Acts done in applying and enforcing the Standard are deemed three- or multi-party contractual acts concluded in the District of Columbia with the WCO participating as attesting or supervising party; they are governed by and protected under the law of the District of Columbia and U.S. federal law. The Standard does not exclude the jurisdiction of national courts and government authorities.

The Court's headquarters are registered in the United States and Canada. It abides by, and is protected under, the legal systems of both countries.

Official languages

The official languages of the Court are Chinese and English, unless the parties agree otherwise. Where interpretation is needed at a hearing, the Court may provide an interpreter, or the parties may bring their own.
